Sorry for the inconvenience. Known Navigation header breakage of “Previous:” and “Next:” links, the Table Of Contents may be the solution for those.
However, unfortunately, the Table of contents may also be broken, and there may be other unforeseen breakage primarily in the handbook portion of the wiki.
Presently the 10.1 Table Of Contents is being "reconstructed" becoming incrementally fixed while the other handbook versions may have various breakage.
I'm unsure how to handle published vs unpublished, since only the images of published handbooks currently remain. The wiki does provide possible methods to subdivide and organize (aside from categories) that could be used but in the case of previously published handbooks, it might be somewhat of a backtrack.
Here's a thought (dunno how do able it is)
Reduce the number of visible edits between releases (published handbooks). Traversing through the billions of edits between versions feels a lot more disjointed and muddled.
Maybe if every page is shifted to a different name of a sort- like how there can be blah:title/subpage
